Language Bar access with "NO" access to Control Panel - Domain Users (School Students)

I have had the Japanese Teacher ask if I could setup the Japanese Language Bar (EE Icon Task Bar) on the Windows 8.1 EE school owned laptops. I have tried several ways but in order to change / config settings I need to logon as a Domain Admin (Domain Priv  Account) but as soon as we logon with the student logon the access is no longer available.

These machines are for 8 - 12 year olds and have had a lot of restrictions placed on the account via GPO - They can not access the Control Panel and we don't want them to...

How can I give access to the Japanese keyboard or access to Word 2013 Pro Plus Language Settings so they can submit Japanese text and assessments to their teacher...

The laptops also need to be English, so an idea of "Specialised Japanese Build" was not considered due to limited numbers of laptops for the non BYOD Year levels...

This is fairly urgent and if possible GPO Settings so I can place this on all of our school owned laptops...

domain Setup:

DC is Server 2008 R2

Laptops to be effected are mix of Win 7 EE and Win 8.1 EE

I have Win 7 and a Win 8.1 Admin consoles so I can mange GPO Settings for both OS Versions...

Hi LORDS,

Instead of prohibiting the control panel completely, we could configure the gpo to only show the language control panel.
User Configuration\Administrative Templates\Control Panel \Show only specified Control Panel items
Add a value"microsoft.language", then the users will only get the option to access the language control panel.

This gpo should be applied to both Windows 7 and Windows 8.1 machines.
